As the two issues of water and sanitation are related to each other, the central government created the District Water and Sanitation Department in the year 2012 in order to implement them together and through this department, all the centrally sponsored programs are being implemented as follows-
Swachh Bharat Mission (Gr.) : SBM (G)
With the noble aim of increasing the level and extent of sanitation in the rural areas of the country through public participation, the central government laid the foundation for the Rural Sanitation Programme. Central Rural Sanitation Program (CRSP) from 1990 to 2000-01, Total Sanitation Campaign from 2001 to 2010 and Paveto’s Nirmal Bharat Mission from 2012 to 2014 and henceforth from 02 October 2014 Hon. Swachh Bharat Mission (G.) SBM (G), which was launched under the auspicious hand of the Prime Minister, can be said to be in progress. The main objective of this campaign can be said to be to adopt good hygiene habits among the villagers living in the rural areas of the country, to completely curb the practice of open defecation and to promote sustainable development with sound health and prosperity. Basic survey information: In the year 2012, the basic survey process has been carried out in the district as per the directives of the central government and at present the statistics of the families in the 13 tehsil areas of the district have come out as mentioned below.

Swachh Bharat Mission (Gr.): Components of the programme
- 1) Personal Toilet :- This is a very important component of Swachh Bharat Mission programme. According to infrastructure survey in all panchayat raj institutions of the district, all the villagers who do not have access to toilet facilities are to create facilities. As per the guidelines of the central government, in the said mission program, as mentioned below, the beneficiaries will receive Rs. 12,000/- will be eligible for the incentive prize money-

Public Sanitation Complex is an integral part of the Swachh Bharat Mission (SBM) programme. A Public Sanitation Complex is set up to create sanitation facilities for the villagers/people who travel in the Gram Panchayats of the district having a population of 2000, performing religious pilgrimages, festivals etc. As per government directive for Public Sanitation Complex Rs. A maximum provision of 2.00 lakh funds can be made in which 90 percent is government subsidy and 10 percent is taken from the concerned panchayat raj organization in the form of public registration. The said Lokvargani may be provided by the Gram Panchayat/Panchayat Raj Sanstha from its own resources or from the 14th Finance Commission or any other funds provided by the State with their permission. A total of 5 citrus clusters are set up in a public cluster (3 for females and 2 for males).
Sewage and Solid Waste Management(G):-
Gram Panchayats which have 100% toilet construction in the district as per Central and State directives and fulfill/proposed government criteria as “Hagandarimukt” Village/Gram Panchayat can be taken up to carry out sewage and solid waste management works in the village and on the basis of the families of the Gram Panchayat. The following funds are made available as per the demand of the scheme. A.No. Family number of Gram Panchayat Funds 1. More than 501 families Rs. 20.0 Lakhs As per the above mentioned Gram Panchayats can take up works at village level for sewage and solid waste management projects.
School Cleanliness :-
To inculcate good habits of cleanliness in the life of the students, cleanliness facilities are provided to the students in all the places where they are studying in their school life through the Department of Education. Separate toilets for boys and girls have been provided in every government school in the district. However, if a new toilet is required, Rs. 35000/- per unit (up to Rs. 38,500/- for hilly areas).
Anganwadi Cleanliness :-
Baby-Friendly Toilet (toilet for small children) is being done through the Department of Women and Child Welfare to inculcate interest in using toilets from the beginning of their education. As per government directives for construction of Anganwadi Rs. 8,000/- per unit (up to Rs. 10,000/- for hilly areas).
Sant Gade Baba Gram Swachchhata Abhiyaan (SGSSA) :-
Public participation is important to prevent diseases caused by impure water, unhygienic environment and lack of personal hygiene in rural areas, so the government has actively and continuously involved the villagers in order to improve their health, alternatively the standard of living. Sant Gadgebaba Gram Swachhta Abhiyan, Rashtrasant Tukdoji Maharaj Swachh Gramspardha was started. From the year 2002-2003, the initiative of giving special prizes at the district, division and state level has been started to the gram panchayats who have done substantial work in a specific field related to cleanliness and village development. For this every year from 2nd October to 31st December, Gram Panchayats who do excellent work in the campaign are given prizes at each level as follows. Panchayat Samiti Level 1) First Rank – Rs. 25.00 thousand 2) Salary Number – Rs. 15.00 thousand 3) Third place – Rs. 10.00 thousand Panchayat Samiti level first and second gram panchayats will be eligible for district level competition. District Level 1) First Rank – Rs. 5.00 Lakhs 2) Salary Number – Rs. 3.00 Lakhs 3) Third Rank – Rs. 2.00 Lakhs selected at the district level will be eligible for the first and best Gram Panchayat divisional level competition. Department Level 1) First Rank – Rs. 10.00 Lakhs 2) Salary Number – Rs. 8.00 Lakhs 3) Third Rank – Rs. 6.00 Lakh State Level 1) First Rank – Rs. 25.00 Lakhs 2) Salary Number – Rs. 20.00 Lakhs 3) Third Rank – Rs. 15.00 lakhs apart from special awards Apart from the above awards under this campaign Sane Guruji Clean School Competition, Savitribai Phule Clean Anganwadi Competition, Abasaheb Khedkar Award (Family Welfare) self. Vasantrao Naik Award (Water Management), Dr. Babasaheb Ambedkar Award (Social Unity) etc. Gram Panchayat, School, Anganwadi etc. regarding prize. No is given.
Water Quality Monitoring and Survey Program under National Rural Drinking Water :- Various programs are implemented in the Water Quality Branch under National Water Quality Monitoring and Survey. In this, all public drinking water sources in the district are chemically and biologically tested. Biological testing is done 4 times a year (every three months) through the laboratory. Also chemical inspection is done once a year. Also from time to time biological and chemical field test kits are presented to the villagers in a simple manner in village to village. Sanitation Survey is conducted twice a year before monsoon (1st April – 30th April) and after monsoon (1st Nov – 30th Nov). Under this, red, green, yellow cards are distributed to Gram Panchayats in order of merit. Also, the conversion of red card/yellow card into green card is regulated. All sources are coded according to the latest operating system. So that everyone can have access to information from every source. The detailed information of all the samples tested in the laboratory is recorded on the website of the state government. All activities like training, capacity building, remuneration etc. of water guards are done under this.
d) Jal Swarajya Phase 2 Program :- Government Decision no. J.Sw.P1213/P.No.200/Papu11/Dt. As of 04/01/2014, approval has been received for the Phase 2 Water Management Program to be implemented in the state with the assistance of the World Bank. 1) The duration of this program will be 6 years. 2) The main objective of Global Back Funded Water Governance Phase 2 Program is to enhance the performance of Maharashtra Government water and sanitation sector organizations in planning, implementation, coordination and sustainability of rural water supply and sanitation services, as well as quality in semi-urban areas and water quality affected and water scarce areas. It is to provide complete and sustainable water supply and sanitation services. 3) This program will be implemented in 109 villages/wadya/pades out of total 94 gram panchayats which have population less than 500 as per 2011 population.
