    There is a Work department under the Zilla Parishad, Nagpur and mainly construction and maintenance works of buildings and roads are implemented through this department through its various sub-divisions.

    The types of roads are as follows :-

    1. Pandhan Roads
    2. Rural road
    3. Other District Roads
    4. Major District Roads
    5. Major State Routes
    6. National Highway

    In the year 1961, the first road development plan was approved in the state. A revised road development plan is approved every 20 years. Accordingly, road development plans have been approved for 1961-81, 1981-2001 and 2001-2021. The Third Road Development Plan 2001-2021 has been implemented from 1st May 2012 as per Government Decision 24th April 2012.
    While constructing the roads as above, the government construction is firstly used as per the government standards. But in those places where government construction is not available for road construction, road construction is done by acquiring land from private land. While determining the type and quality of the road, the following criteria are mainly determined.

    1. Pandhan Road :- Pandhan roads are mainly used for going to and for in the fields.
    2. Rural Road :- A road connecting 2 villages as well as a road connecting villages from the main road is a rural road. After inclusion of Government Pandhan Road existing under the Revenue Department in the Road Development Plan, Pandhan Road was converted into a rural road. The asphalt surface of the rural road is 3.00 m wide. The load carrying capacity of this road is low.
    3. Other District Road :- An intra-taluka road connecting more than 2 villages is called Other District Road. A rural road connecting more than 2 villages is upgraded as another district road when the traffic volume on the rural road increases. Asphalt surface of other district road road is 3.75 m wide.
    4. Major District Road :- A major road connecting more than 2 talukas is a major district road. Roads connecting more than 2 talukas and villages with large population are upgraded as major district roads when the traffic volume on other district road status roads increases. The asphalt surface of this road is 3.75 m. is wide. The maintenance and repair work of this type of road is under the Public Works Department.
    5. State Highways :- Main roads connecting more than 2 districts are state highways. Roads connecting more than 2 districts and villages with large population are upgraded to state roads when the traffic volume of major district road status increases. The asphalt surface of this road is 5.50 m. is wide.
    6. Major State Roads :- Major State Roads are the main roads connecting the major districts of the state.
    7. National Highways :- National highways are main roads connecting more than 2 states.

    Works under the Head of Transport under the District Annual Plan :-

    Development and strengthening of rural roads

    According to the sanctioned expenditure of the financial year, the road works included in the district road plan in the rural areas suggested by the people’s representatives as well as the representatives of the local self-government bodies are submitted to the district planning committee for approval as per the recommendations of the Zilla Parishad Construction Committee. The said works are approved by the District Annual Planning Committee under the chairmanship of Hon.Palak Minister. Funds are available from District Planning Committee for sanctioned works. These approved works are implemented through the Zilla Parishad Construction Department after completing administrative approval, technical approval and tender process.

    C Category Pilgrimage Development Works

    Class C Tourism Development Works

    According to the approved budget for the financial year, the works suggested by the people’s representatives and the representatives of the local self-government bodies, the proposals for carrying out development works at the places of pilgrimage and tourism areas declared by the government are submitted to the District Planning Committee for approval as per the recommendations of the District Parishad Construction Committee. The said works are approved by the committee under the chairmanship of the Hon.Palak Minister. Funds are available for the approved works from the district planning committee. These approved works are implemented through the Zilla Parishad Construction Department after completing administrative approval, technical approval and tender process. The development work includes the following works.

    1. Construction/strengthening of access roads less than 1 km from the main road to connect pilgrimage sites/pilgrims.
    2. Erecting street lights on access roads.
    3. Construction of tank for drinking water and supply of water to the area.
    4. Construction of protection wall if the pilgrimage site is near a river or stream.
    5. Construction of male/female toilets and bathrooms.
    6. Construction of Bhakta Niwas for accommodation of male/female devotees.
    7. Planting of trees in the area of pilgrimage, construction of parking lot.

    Works of District Roads Tribal Sector Implementation Schemes under Adivasi Upyojana :-

    Development works are to be proposed in the tribal area under the tribal plan and the proposals for this work are submitted to the tribal department on the recommendation of the Zilla Parishad Construction Committee. According to the budget available for the tribal department, the said works are given administrative approval and funds are provided by the tribal department for approved work from the approved provision from the district planning committee.

    Regional tourism development works

    In the area declared as regional tourism by the state government, the works proposed as per the approved plan get approval and funding for the works in the tourism sector from the village development department.

    Thakkar Bappa Tribal Settlement Improvement Programme.

    Under the Thakkar Bappa Tribal Development Scheme, approval and funding of the proposed works for development work in tribal sub-plan areas, additional sub-plan areas, Mada-Minimada, proposed, Mada-Minimada areas and villages with more than 50 percent tribal population outside the tribal sub-plan areas declared by the government under the said scheme and funding by tribal department. is received

    Road Repair under 13th Finance Commission (State Level).

    As per the recommendations of the 13th Finance Commission, the said works are implemented from the funds available for road development in rural areas sanctioned at the state level. In this, the proposed roads included in the District Road Plan are implemented

    Works under 13th Finance Commission (District Council Level).

    According to the recommendation of the 13th Finance Commission, 70 percent of the provision available in proportion to the population, 70 percent at the Gram Panchayat level, 20 percent at the Panchayat Samiti level, and 10 percent at the Zilla Parishad level, 10 percent of the funds available from the government in equal proportion to the provision of 10 percent of the funds will be selected for works on a Zilla Parishad ward basis. The said works are implemented after granting approval.

    Building Repair Program under 2059

    Parishad area from the Superintending Engineer Hon. The said works are implemented from the funds available for the maintenance and repair of the old district administrative building in the Zilla, S.B. Mandal, Nagpur.

    Road Maintenance Repair Program (A-Group, B-Group, C-Group, D-Group, E-Group)

    Till the year 2011-12, for the maintenance and repair of rural roads and other district roads in the Zilla Parishad area, the works were implemented with the approval of the Superintending Engineer, S. B. Mandal, Nagpur. At present, the works are implemented with the approval of the state government for the development of rural roads. The criteria are as follows

    A-Group:- Pothole repair work (out of 15 percent of sanctioned provision for the financial year)

    Group B:- General repair work (out of 70 per cent of sanctioned provision for the financial year)

    Asphalt/Gravel Renewal Works. and special repair works.

    Group C:- Minor repair work (out of 10 percent of sanctioned provision for the financial year)

    D-Group:- Works under Purhani (out of 5 percent of the sanctioned provision for the financial year)

    Out of the above types of works, Group A and Group D works are sanctioned at the level of Executive Engineer Construction with the prior approval of the Chief Executive Officer.

    Out of the above types of works, B-group and C-group works get approval from the government level. Provision is available from the Village Development Department for the said scheme.

    20 percent of the funds available to the Zilla Parishad from stamp duty, cess, as well as the funds available from Zilla Parishad proprietary sources, 20 percent for social welfare, 20 percent for rural water supply, 10 percent for women and child welfare and 3 percent for the development of the disabled and the remaining 50 percent for the schemes of other departments. Under this head 17 districts for collective development programmes The rural development works proposed by the Zilla Parishad representatives are implemented by planning the funds on a wardwise basis

    1. Construction Department is a divisional office under Zilla Parishad Nagpur and has 8 sub-divisions. Under the provisions of Section-8 of the Act, 2005, the Department of Works is promulgating Citizens’ Charters to provide services to the citizens in a prompt and courteous manner. .
    2. Structure of the Department :- Executive Engineer G.P. Nagpur is the head of construction department under the supervision of Deputy Executive Engineer, Distt. W. 33 Superintendent is the Administrative Officer under Construction Sub Division – Nagpur (Building) Deputy Executive Engineer. All the subjects of this department are divided in total 33 posts with this administrative officer.

      • Redressal of Grievances/Complaints :- In case of delay in work or any other grievances, a complaint may be lodged with the officer mentioned in paragraph-3. And the responsibility of resolving the complaint within 7 days after receiving the complaint can be assigned to Hon’ble Chief Executive Officer Zilla Parishad Nagpur.
      • Review/Overview of Charter of Citizens :- A review of the usefulness and effectiveness of the Charter of Citizens will be conducted by the Construction Department every month and changes will be made as required.)
      • Suggestion from the public:- This charter of the citizen will always be open to the scrutiny of the common citizen and amendments can be made in it from time to time after serious consideration of the valuable suggestions of the honorable citizens. Sanad will always cooperate with the citizens who are availing the services under the jurisdiction of the Construction Department to assert their rights.
    5. Implementation of Charter by Citizens :- The Department of Works is committed to the implementation of this Charter by Citizens. The Construction Department guarantees to provide the services under its jurisdiction with a sense of duty and efficiency. It shall be the responsibility of every officer/employee of the department to treat citizens with courtesy while providing these services.
