    Social Welfare Department

    The Social Justice and Special Assistance Department of the Government of Maharashtra, through the Social Welfare Department of the Zilla Parishad (District Council), is working on various initiatives to ensure equal opportunities and social justice in the fields of education, economic empowerment, and social security for Scheduled Castes and other disadvantaged sections of society in rural areas. This department implements various welfare schemes for the upliftment of Scheduled Castes and other weaker sections of society. Financial assistance is provided by this department for education, training, skill development, employment generation, housing, and other related matters.
    To improve the social and educational living standards of backward classes and for their advancement, the Zilla Parishads are mandated to spend at least 20% of their income on welfare schemes for backward classes, and the implementation and monitoring of these schemes are carried out through the Social Welfare Department.

    Development of Scheduled Castes and Neo-Buddhists Settlements Scheme

    Funds from ₹4 lakhs to ₹40 lakhs support basic amenities like water supply, roads, drainage, paver blocks, street lights, and community halls in proportion to settlement population. Grants follow a five-year plan per the 06/10/2021 Government Resolution.

    Old Age Home Scheme

    Operational since 1963, this provides comfortable living for seniors via voluntary organizations with grants-in-aid. Admission criteria: men 60+ years, women 55+ years.

    Inter-caste Marriage Incentive Grant Scheme

    Financial aid of ₹50,000 promotes social harmony for marriages between Scheduled Castes/Tribes/Denotified/Nomadic Tribes and upper-caste Hindus/Lingayats/Jains/Sikhs, or within these groups.

    Pre-Matric Scholarship Scheme

    Offers direct bank deposits to Scheduled Caste students (Classes 1-10) to cut dropout rates and ease education costs. Key sub-schemes:

    • Savitribai Phule Scholarship (Classes 5-10).

    • Government of India Pre-Matric for SC students (Classes 9-10).

    • For children of unclean occupation parents or scrap collectors (Classes 1-10).

    • Fees for backward class students.

    • Merit scholarships for secondary school students.

    Assistance to Backward Class Grant-in-Aid Hostels

    Since 1950-51, supports 102 hostels in Nagpur (98 by NGOs, 4 by Zilla Parishad) to aid backward class students’ education. Priority admission for SC, Mang, Valmiki, Katkari, Madia Gond, orphans, disabled, and destitute students.

    Zilla Parishad 20% Cess Fund Schemes

    Electric motor pumps, HDPE pipes for backward class farmers: Eligibility includes SC/Neo-Buddhist/ST/VJNT categories, income < ₹40,000, rural residency, with certificates (caste, income, residence, land extracts).

    Sewing machines for backward class women: Same eligibility, plus space/electricity proof; for women only.
